This is not what it first appears. Because of disruptions at previous Muslim festivals, the festival organizers established a rule limiting all distribution of leaflets and other literature to a specific area. This missionary group disregarded the rule and got kicked out. This article contains more details.

Excerpt: "The key legal fact is that this rule applied to all organizations of any kind, regardless of their political or religious message. Under the new rules, such groups could continue to walk around and talk to people while wearing buttons or t-shirts advocating their message, but the actual handing out of literature was confined to the display area where each group would have their own table to lay out their literature."

Justin, the fact is that these people were handing out literature OUTSIDE the festival, on a PUBLIC street in the United States of America.

I don't quite understand why the guy said he would be arrested... again? He wasn't arrested in the first place (he wasn't charged with anything), so unless he's been arrested before, on some unrealted charge... meh. Semantics.
Anyways, I agree with Justin on this one, and the explanation is one of simple respect and courtesy, as well as safety. Everyone has a right to their own beliefs. I'm sure you wouldn't want someone trying to offer you the Muslim religion while you were trying to get to church, because that would be kind of... well, rude. But if they want to, say, let you come to them by way of having their own area of proselytising, then isn't that respectful for everyone?
And please understand, I have nothing against Christians, or any other religion I can think of off the top of my head. I can't say I'm any religion per se, although I beieve in being kind to one another, and doing everything I can to help my fellow man (or woman).
So basically, if these guys want to hand out information on their religion, more power to them. But to do it right outside of another religion's gathering... it's kind of a d-bag move. If they're interested, let them come to you. It's not like there's a lack of Christian information in America already, and I'm sure the Muslims aren't sheltered from it, haha :)
